These are not fluff publications geared toward the consumer like Porthole of Cruise Travel, but instead are more for cruise line execs and other companies related to the cruise industry.
The magazines talk more about the technical side of the cruise industry, from the latest trends happening in cruising, to the newest innovations involved in designing and building a new cruise ship. Most have a feature cruise line and ship each issue, and go into far more detail regarding operations and technicalities than the average cruiser would want to know. The pictures aren't bad either! Many you would never find in the cruise line brochure .... like drydock and construction photos!

The former was once great, and somehow ended up in a really lowly spot. I don't even bother to look at the latest issue nowadays...
I'm the last person to go saying something complimentary about Douglas Ward, but it seems Porthole has been going downhill since he left. The first few Ward-less issues weren't bad, but within a few years the quality deteriorated to the point of pure fluff, as you said.
They even have a column written by Ivana Trump - not, to my knowledge, an insider in the cruise industry .
