I just asked about a month ago the same question from 3 people who had been there and visited some of the ships. The answer: IT IS VERY DIFFICULT. You have to have at least 8 permissions from different authorities, because the Eleusis Bay is a Navy Base. And, when I was there (again) two weeks ago, I noticed that it is turning into an empty place. At least these passenger ships have left for scrapping from there this year:
England, Marianna VI, Amerikanis, Egnatia and Marianna 9.
There are still the "classic liners": Regent Star, Margarita L and La Palma, but that's it, the other ones have left...
