well this ain't that easy to answeri've got a private list with some 235 active shipssailing, but for example it does include Hurtigrutenand only ships bigger than 10K, i also includedsome casino ships sailing from HongKong
furthermore some ships are laid-up in the winter season (Greece), so the exact number is flexible

I think it depends on how you define "cruise ship". CLIA member cruise lines have about 207 cruise ships.
That list does not include some of the newer ships and not all cruise lines are members of CLIA however so the actual number of ships offering cruises is certainly greater.

Bill Mayes recently published 3rd edition of Cruise Ships, covers "almost 700 ships from 250 operators" with the criteria "A few very interesting ships with a passenger capacity of fewer than 30 have been included this time, but in general the entry criteria remains at that level."

This list at least includes the fleet of Cruise West where the CLIA list did not. Their ships cruise regularly in Alaskan and mainland US coastal waterways and rivers.
