CALGARY (CBC) - An Alberta company's plan to charter a cruise ship and use it as a floating hotel in Vancouver during the 2010 Winter Olympic Games has run into financial problems and could leave hundreds of guests stranded.

Newwest Special Projects, the Edmonton travel company behind the plan, is scrambling to work out a deal with its partners to lower costs and keep the venture afloat.

The Norwegian Star is scheduled to sail out of Los Angeles later this week, headed for a dock in North Vancouver to serve as a floating hotel for as many as 2,200 guests.

But it appears not enough guests have booked rooms, even after the company cut prices by half in September and then cut them even further in January, to as low as $275 per room, including three meals a day.

After the company's marketing arm was contacted by CBC News over the weekend, it issued this statement:

"Our sales have not been what we had hoped for and our expenses have increased beyond what we ever expected. We are negotiating with all of the parties involved with this project throughout the weekend to try to lower costs and seek some concessions. We are making every effort to continue with our charter as planned."

Industry insiders told CBC News the company likely paid $12 million to $15 million to charter the ship, and then had to set up an expensive makeshift cruise ship terminal on an industrial dock to meet stringent Olympic security requirements. The ship's 1,000 crew members also needed Canadian work visas, an estimated $200,000 expense.

One of Newwest's Alberta investors, Abe Neufeld, said negotiations are "tense" and that it's a "tough struggle," but he remains hopeful the project will go ahead.

When asked if any of the Olympic visitors can expect to get their money back if the project sinks, Neufeld said they would be "looked after," but did not elaborate.

Tourism Vancouver vice-president Walt Judas said that if the deal falls through, there is accommodation available in downtown Vancouver, but prices are expensive and most hotels only have one- or two-night gaps in their reservations.

More accommodation is available around the Metro Vancouver region in motels and hotels, at bed and breakfasts and in private homes, said Judas.

The price has indeed dropped a great deal, and they even have gone around marketing the vessel as workers' accomodation. Several large companies had recently made revised plans to put up their staff on board as the price was now affordable, rather than having them stay 50-90 miles out of town in Abbotsford or Chilliwack. I think the project is a goner!!

There was an item on CTV news tonight about how 300 cabins have been sold by a local agency for the return trip to Los Angeles AFTER the Olympics and those trips might be in jeopardy as well...it will be interesting to see how it all unfolds.

There is talk in Victoria that she will still sail north, and rather than spend time in Vancouver as an accomodation ship, she will undergo a major 2 week refit in the local graving dock. Can anyone confirm?

February 1: Newwest Special Projects of Edmondton, Alberta, has abruptly cancelled the Olympic Charter of Norwegian Cruise Lines NORWEGIAN STAR, which had been slated to serve as a hotel ship at the Winter Olympic Games in Vanouver. The ship will instead go into dry dock at Victoria, B.C. from February 14-28th. Originally the charter company was also planning on operating Pacific Coastal Cruises from Los Angeles on February 6th to Vancouver, with the return voyage set for February 28th, prior to NCL resuming Mexico Cruises on March 6th. Newwest had priced the rooms starting at over $1,000.00 per night for an inside cabin, which included onboard meals and entertainment. Even with prices slashed to half that amount, apparently demand was simply insufficient to even partially fill the 1,100 available rooms. The ship had been scheduled to berth at the Kinder Morgan Sulpher Docks in North Vancouver, an industrial area across the harbor from downtown Vancouver. The cost of the ship charter alone is estimated at $10 million, which does not include renovations at the temporary industrial terminal.

Most agencies on the coast are in Vancouver, and they usually sub out the Victoria work to King Brothers. Most, but not all of the ships entering the local dry dock are handled by them.

Well no s**t, people were not willing to pay $1000 a night for a tiny room even with food thrown in.

I am shocked by this, I thought people would pay anything to see the winter Olympics, even in the middle of a recession.

Ok, being serious, can NCL go after them in any way for monies lost ?

If it is a charter - I am surprised that NCL has lost any money at all...as they would have had to pay 100% of the charter costs by now.

They may be missing out on some onboard revenue...

I think I had read that the original asking price was $700 person per cabin, or $1400 based on double occupancy, per day. I can't believe anyone would even consider paying that astronomical amount. Considering that the ship would have been out of service for an entire month from the day it left LA until the day it returned to LA, I wonder how much they could have charged to still make a moderate profit and still attract enough business to sell out the ship? If they had began with $275 per cabin, would it have sold out? I think greed got the best of them?

Any 'official' word on what the Norwegian Star has planned now that she won't be attending the Olympics? She is scheduled to leave today for Victoria BC.

Originally scheduled to depart for Victoria yesterday, Norwegian Star is still in docked in Los Angeles. Looks like she is slated to remain there until the 9th, then from there...?

Norwegian Star departed out from Los Angeles approx 9pm PST tonight heading for Victoria with a Feb 13 ETA. I wonder what work she will have done in the three weeks before she is due back march 6th?
