To keep in profile with the side windows on her superstructure and a even look, there is a more better reason but best answer is just looks, like pin stripes on a car....

The forward black strips were added to give the impression of open forward facing decks. Queen Mary 1's forward facing superstructure (which is what QM2s is based on) has open decks facing forward. Because these decks are not the most practical during high speed Atlantic crossings , the architect glassed in the entire bridgefront as well as the forward wrap around promenade deck. He wanted the bridgefront to resemble a modern version of the 1936 QM.

P.S. Try to watch the Discovery Channels' documentary on QM2. Mr. Stephan Payne (QM2's designer) explains the forward bridgefront and the look he was trying to go for regarding the painted stripes. The stripes along the after section were added as to to compliment the forward look and give the illusion of open decks. These designs elements as well as the fake "steam" coming from the ships' whistle were some of the very few gimmicks that the architect used to create a modern version of an Atlantic express liner.
