We spent 3 days in San Juan before our cruise and we rented a car. Even for just one day it's a good idea. Getting around is pretty easy but remember pretty much all the taffic signs are in Spanish. El Yunque is a great trip. I think it took about an hour or so to get there from SJ. There is no fee to drive into the park although there is a Tourist Center which is excellent and that has a small charge. Unless you plan on doing some major hiking through the forest plan on it being a half day trip.
There's a great beach not to far from the main turn off to the forest. I wish I could remember the name of it for you, if it comes to me I'll let you know. It's not a touristy place. It's populated more by locals. There are showers and rest room facilities and lots of food vendors. It's a big beach with lots of palm trees and the water is good for swimming.
The biggest problem you'll find with renting a car is finding a place to park it if you keep it overnight. Space is a premium but it's worth that inconvenence to be able to get around the island.
