Cruise lines have a hard time filling up ships on repos, which is why the per diem rates are usually lower than regular cruises. And yes, some repos are either returning from dry-dock, with uncompleted work, or else they are headed to dry-dock with preliminary work already being started, (which I think is unacceptable for paying guests.)
Look for repos that truly seem to be that--for example, transatlantic voyages which smoothly bridge regular cruises before and after that sailing. If there is no schedule prior to or just after the repo, it's probably because of drydock/wetdock. Most repos. take place in the Spring or Fall months.
The cruise lines will say they are 100% operational (what line will say "no, some areas will be closed off, but book us anyway!") There's really no way to guarantee the operational smoothness of any cruise.
I like repositioning cruises. They are often sold at a good price and offer more unusual itineraries. I like the felling of a more ‘unique cruise’ than those that the cruise line does every week. They are more of a 'voyage' because the starting port is different to the finishing port.
Many cruise ships re-position, but only twice a year, maybe Autumn (fall) and Spring. That's why you do not find too many, in comparison to regular cruises. However, they are normally in the back of the brochures and on the cruise lines web sites.

You comments puzzle me. I have taken several repositioning cruises. I have NEVER heard a horror story about a repositioning cruise? There is no reason why 'everything' would close, it just another cruise with a full staff. Cruise ships do not normally wait for repositioning cruises to do renovation, either?
I’d take them everytime, but unfortunately I often cannot get the time of work in spring or Autumn.
